Texting Strategy for a Primary Campaign

Primaries are where texting earns its keep. Turnout is low, the universe is narrow and well-defined, and the voters are persuadable partisans deciding between candidates on the same side. That combination, a small, reachable, movable electorate, is exactly what texting is best at, which makes a smart primary texting strategy one of the highest-leverage investments a campaign can make.

Why do primaries reward texting?

Because the math favors it. In a low-turnout primary, a modest lift in turnout among your supporters can swing the result, and texting is the most cost-effective way to produce that lift. The universe is also smaller and better-defined than a general election, often a specific party's likely primary voters, so you can reach nearly all of them affordably. And primary voters are genuinely persuadable, they haven't got a party cue to fall back on, so persuasion actually moves them.

How do you build a primary texting strategy?

Front-load ID and persuasion, then convert to turnout:

  • Identify early. Use P2P voter ID to learn who's leaning your way and who's undecided across the primary universe.
  • Persuade the undecided. Concentrate P2P persuasion on the movable middle, where a real conversation can shift a choice between same-party candidates.
  • Turn out your supporters. Once identified, make sure they vote, primary turnout is low, so every identified supporter who shows up matters enormously. See the GOTV plan.

What's different about primary messaging?

You're not running against the other party, you're distinguishing yourself from allies. That changes the tone: primary persuasion is about why you specifically, on shared goals, rather than partisan contrast. The message has to give a same-party voter a reason to pick you over someone they also basically agree with, which is a subtler ask than a general-election contrast. Keep it positive and specific, and use segmentation to tailor by the issues that distinguish you.

Frequently asked questions

Why is texting effective in primaries?

Because primaries have low turnout, a narrow reachable universe, and persuadable partisan voters. A small turnout lift can swing the result, and texting produces that lift cost-effectively.

How is primary texting different from a general election?

You're distinguishing yourself from allies, not the other party, so persuasion is about why you specifically on shared goals, a subtler, more positive ask than partisan contrast.

What should a primary texting program prioritize?

Early voter ID, persuasion of the undecided middle, and turning out identified supporters. In a low-turnout primary, every identified supporter who votes matters.
