How Do I Text Voters Across Different Time Zones?

Gate every send to the recipient's local time, not yours. Quiet hours (8am-9pm) are measured where the voter is, so a national list can't go out in one blast, it has to be scheduled per time zone, or your platform has to stagger it automatically.
